SUMMARY
This may be similar to bug #447786
An image on V2 is rotoscoped and a transform effect is added (in order to move the image around). This changes the rotoscope area (apparently it squishes it horizontally).

STEPS TO REPRODUCE
1. Put a color clip on V1, an image on V2
2. Add rotoscope effect to image on V2 and rotoscope an area
3. Add a transform effect to image on V2

OBSERVED RESULT
Rotoscope area is deformed/squished horizontally and hence a different area of the image is visible.

EXPECTED RESULT
No change to the rotoscoped area

This only happens if the rotoscoped image has a different resolution than the project. If the project has the same resolution than the image a transform effect does not change the rotoscoped area.

Thanks for your report. I started working on this issue and have an almost working patch. I hope to push the fix to MLT by the end of the week.

Ok, so I just pushed the fix in MLT. It will be included in today's daily development AppImage build. Would be great if you can test - it should be ready in 5 hours from now (ensure you download build number #427 or more) :
