STEPS TO REPRODUCE
1. open Kate
2. click on 'Settings' menu and choose 'Configure language...'
3. open 'Primary language' combobox and try to scroll the languages list - I'm using a touchpad

OBSERVED RESULT
the languages list does not scroll

EXPECTED RESULT
we can scroll the languages list

SOFTWARE/OS VERSIONS
Operating System: KDE neon Unstable Edition
KDE Plasma Version: 5.26.80
KDE Frameworks Version: 5.101.0
Qt Version: 5.15.7
Graphics Platform: Wayland

Works for me, though the scrolling is much choppier than would be ideal and somesimes jumps back to the initial position. I'll see if I can fix it.

This is in systemsetting, but the ticket is filed for kate?

The bug is still reproducible with the provided steps on neon unstable.

This is a kate issue, please change the product to kate.

That is the same issue as the other one: we just create a menu that is much too large.
