unnecessary horizontal scroll bars in system settings side menu and discover

SUMMARY
Certain KDE apps (eg. system settings, discover) display an unnecessary horizontal scroll bar when there is nothing to scroll -- see screenshots

STEPS TO REPRODUCE
1. Open system settings

OBSERVED RESULT
Unnecessary horizonal scroll bar is visible

EXPECTED RESULT
Horizontal scroll bar should not be visible
