The opened file is also listed in the context menu of the task manager.
The relevant code is mostly in kconfigWidgets KRecentFilesAction, which this kcm could expose some settings for this.
Observe evidence for my suggestion that this UI should control everything because users are confused it if only controls a subset of things. :) Re-titling the bug.

I'm able to reproduce with KDE Plasma Version: 6.5.5 KDE Frameworks Version: 6.22.0 Qt Version: 6.10.2 With Recent Files - Remember opened documents set to "Do not remember", before manually clearing history, Gwenview and Kate both still show recent files and folders. Files which are opened are added to the Recent Files list. After manually clearing all history, and restarting the apps, I still see recent files and folders in Kate and Gwenview. Files opened are still added to the Recent Files list in the apps.
