SUMMARY
There is no option to save to webp format.

STEPS TO REPRODUCE
1. open an png image.
2. ctrl+shift+s (save as)
3. change format to webp, but webp is not available

OBSERVED RESULT
also occurs in kolourpaint-22.04.1, kdenlive-22.04.1 (https://bugs.kde.org/show_bug.cgi?id=453173) and gwenview-22.04.1

EXPECTED RESULT
can save to webp format.
