As soon as you navigate to the Activity Power Settings module an * is shown in the title bar, suggesting there are changes (even though you haven't clicked on anything yet). If you click on "Reset" the * goes away, and it no longer prompts you to apply/discard changes when navigating away. Probably related to Bug 408882.

This is fixed by Jakob Petsovits with https://invent.kde.org/plasma/powerdevil/-/commit/8babe3530c32feb60e982eccd92fe2341091858d in Plasma 6, which re-does the entire UI and doesn't suffer from this issue anymore.
