STEPS TO REPRODUCE
1. open system settings > power management
2. click on "Activity settings" section
3. change any setting
4. click "Reset" button on bottom

OBSERVED RESULT
nothing happens

EXPECTED RESULT
reset all current changes to previous values

in Plasma 5.22.4 the step 2 is:

N.B. the * in the title bar does go away when you click Reset, and it no longer prompts to apply changes. So it is doing something, it just doesn't actually reset the settings shown in the GUI.

This is fixed by Jakob Petsovits with https://invent.kde.org/plasma/powerdevil/-/commit/8babe3530c32feb60e982eccd92fe2341091858d in Plasma 6, which re-does the entire UI and doesn't suffer from this issue anymore.
