SUMMARY
GTK toolbar icons looks like push buttons. They are no longer flat after upgrading from 5.22 to 5.23.

STEPS TO REPRODUCE
1. Upgrade to Fedora 35 with KDE Plasma 5.23.x.
2. Run any GTK applications with toolbars. Eg. FileZilla or Virt Manager.
