SUMMARY
(K)Ubuntu currently has this in the form of a separate utility: you can configure in how much time the OS will look for new updates.
There should be an option, perhaps in System Settings' 'Software Update' section or in the Discover Settings page, to configure the amount of days before the OS looks for new updates.

STEPS TO REPRODUCE

OBSERVED RESULT
The update notification pops up at random times, because the OS searches for updates at random times that can not be configured by the user (at least through the GUI)

EXPECTED RESULT
A setting, where the user can set the amount of time before the OS checks for updates (like (K)Ubuntu does)
