SUMMARY

By default spectacle always with a fixed window size, which is too small in height to display all tools of the annotation mode.
There's also no indicator that there are more tools out of sight.

Possible solutions:
1) make the default window big enough to accommodate all tools
2) add a "v" or "^" arrow button to indicate that there are more tools and to let the user move through the list
3) use two columns instead of one for the tools' icons
