Isn't available at all. It's like the setting is hidden.

SUMMARY
Both 'splash screen' and 'boot splash screen' settings are unavailable in the settings app on KDE neon developer edition. Also unable to find them through browsing.

Can confirm this these 2 plus "application style" (kcm_style) are missing from systemsettings.

The 3 of them can still be access with kcmshell5 command.
