SUMMARY

The icons are completely unmoveable in the Favorites section of the kickoff menu, the only way to move them is to unpin all of them and repin them in the order you want. The old menu allowed for moving these icons.

STEPS TO REPRODUCE
1. Pin applications to favorites
2. Attempt to move them around 

OBSERVED RESULT
They don't move at all.

EXPECTED RESULT
They get moved and placed where you want them.
