SUMMARY
Second monitor displays blank screen and when rmb  is clicked on it nothing happens, the monitor can be set back to normal if you move it into the same position through "display configuration" app but it will confuse other programs such as steam which will launch apps always through the 2-nd screen and not the main even though it's selected that it's not the primary one. If I however set the 2-nd screen to be on the right side of the main one (instead of being to the left) everything works flawlessly.

STEPS TO REPRODUCE
1. Have second monitor on the right side of the main one
2. Reboot
3. second monitor will have blank desktop

OBSERVED RESULT
confused apps in regards of which is the primary monitor, blank desktop

EXPECTED RESULT
apps know which is the primary screen and desktop has a picture with accessability to options
