Reproduction

SUMMARY
When widgets are rotated 90 degrees counterclockwise the overlay buttons become unusable because the button tooltips are fully overlapping their corresponding buttons and hogging all the mouse events.

STEPS TO REPRODUCE
1. Add any widget, for example the Analog Clock.
2. Rotate the widget 90 degrees counterclockwise.
3. Try to remove the widget with the delete button in the overlay, or rotate the widget back to 0 degrees. You can't.
