My Discover after launch that does not scroll

SUMMARY

On a main screen, with a list of Features apps on the right (main pane),
I have 8 apps shown, which (given FullHD 1920x1080 screen and 64px Plasma panel)
requires little bit more space to fit than there is available, so a scroll bar
shows up and works via dragging, but scrolling via mouse isn't working until the
window is shrunk vertically.

STEPS TO REPRODUCE
1. Open Discover.
2. Resize window such that it is slightly shorter than its list content, about less than a half of a list item. Or maybe just stretch it out vertically.
3. Scroll with mouse/touchpad.

OBSERVED RESULT

Doesn't scroll. However, manually dragging scroll bar works.

EXPECTED RESULT

Should scroll normally.

Unfortunately, it is consistent on my side. No matter if I restart the app, resize it forth and back, go to other pages and return -- it's still not scrollable near the full height.

If I make the window even a few pixels shorter that vertically stretched, scroll activates.

Here are some more screenshots. Taller that that does not scroll up until scroll bar disappears because the content fits entirely.

Could reproduce, but the spot where it stop scrolling is different, strange.
