STEPS TO REPRODUCE
1. disable touchpad via keyboard (my laptop has a special key to disable the touchpad)
2. using a mouse or a touchscreen, open system settings > input devices > touchpad ("Device enabled" option is unchecked, as expected)
3. check "Device enabled" and apply the change

OBSERVED RESULT
touchpad is still desabled

EXPECTED RESULT
touchpad should be re-enabled

This seem to be fixed for me. I'm on plasma 6.4.80 on Neon Unstable.
