SUMMARY
The margins in the opaque panel-background.svgz get entirely ignored, as if they don't even exist, in compositor-less opaque panel mode.

STEPS TO REPRODUCE
1. Add a margin separator to show margins being recognised
2. Turn off the compositor
3. Check the margins again

OBSERVED RESULT
Margins are gone now

EXPECTED RESULT
Margins would remain intact
