SUMMARY When your desktop is configured as "folder-view", and your desktop folder settings, icons, is set to "sort by name" and "folders first", after each reboot it only sort by name, even the folders names. STEPS TO REPRODUCE 1. Configure your desktop to folder-view 2. On desktop settins / Icons, set: sorting by name and check folders first 3. Reboot OBSERVED RESULT Folders are not first, but the are put in their alphabetical order together with all other icons, as if they are simply icons and not folders. If you apply again the settings, the folders go back to the supposed correct position, just to mix again after the next reboot. EXPECTED RESULT Folder "Home" and folder "Wastebin" should be first, and just after them, starting with, say, audacity, bitwarden, clementine and so on. But instead, it started with "audacity" first, and "Home" will be seeing together with icons starting with the letter "H". Indeed, cannot reproduce in 5.21. Must be a victim of Debian's ancient packages. :(
