SUMMARY:
Can't display Chinese filename at the window bar.
Can't display Chinese annotations(typewriter tool & inline note tool).

Windows 10 1909, installed from Windows Store (1.11.1 with Chinese language supported)

Apologize for my poor expression. I reinstalled Okular from Microsoft Store today and found that the Chinese filename display issue has been solved. Really appreciate the quick fix!
