SUMMARY
Bottom icons move to top every time plasmashell restarts

STEPS TO REPRODUCE
0. make sure the panel is on bottom of the screen (i didn't test with top panel)
1. create some folders near the panel
2. log out and log in

OBSERVED RESULT
Folders moved to top

EXPECTED RESULT
Folders stay in the same place where they were created

Seems like the same root cause as Bug 359783.
