SUMMARY
Please see the attached screenshots showing the glitch highlighted in red.
It does not occur all the time, I do not know specific steps to reproduce yet.

can you run:

rm ~/.cache/plasma*

plasmashell --replace

and see if that fixes it?

I reinstalled my system 2 days ago and the previous installation had the same bug,
then I don't think that this bug is related to cache. But I will follow your instructions when
the bug to occur again.

The bug is less noticeable after your commands.
However, after re-login I get exactly the same result shown in my screenshot.

Are you using a scale factor of any sort and switching between the Wayland and X11 sessions? If so I suspect you're hitting Bug 396791. I am, and I can sort of reproduce this bug sometimes.

I use display scale 100%.

OK, if you're not changing the scale between Wayland and X11, then it's probably not that exact issue. Perhaps something related though.

I have a slightly different issue but maybe they are related. When I use Breeze Dark theme, switching from Wayland to X, I see white artifacts around the corners of popups and notifications.

I can no longer reproduce this particular issue. It has been replaced with Bug 439408 and Bug 438644.

Can anyone confirm? 

Actually maybe this is simply an earlier manifestation of Bug 439408...

Looking more closely, this is actually the same as Bug 439408. Forward-duping since that one has more info and is being actively investigated.
