STEPS TO REPRODUCE
1. add Network Speed widget to desktop
2. observe the alignment of download/upload rate values
3. 

OBSERVED RESULT
inconsistent alignment. Watch the attached screen recording please.

consistent alignment

This is, unfortunately, not limited to the network chart but all of them have this issue as it is a problem in the underlying legend component of KQuickCharts. I have been meaning to take a better look at it but haven't managed to so far.

Fixed on Plasma 5.22 beta. :)
