STEPS TO REPRODUCE
1. Have a horizontal panel with low height, e.g. 44 pixels.
2. Add a system load viewer applet. In applet settings, show memory monitor and set the type to "circular".
3. At this point, the applet may fit (01.png) because the label is not displayed.
4. Reboot.
5. The label will be displayed after reboot, but it will not fit because it is too large. (02.png)
6. Adjust the panel height to a higher value, e.g. 78 pixels, and the applet will fit. (03.png)

OBSERVED RESULT
See 02.png and 03.png.

EXPECTED RESULT
If panel height is low, the label should not be displayed, just like 01.png.

It seems that the applet has been deprecated [1] so I am closing this.

I have switched to orblazer's applet.
