SUMMARY
When logging in any Autostarted applications will not show their menus in Global Menu widget in the panel.

STEPS TO REPRODUCE
1. Add Global Menu widget
2. Add open Autostart and add Dolphin to be restarted
3. Logout
4. Login

OBSERVED RESULT
Does not show the Autostarted applications menu in Global Menu widget (in this case Dolphin). You need to close and relaunch the app manually.

EXPECTED RESULT
At bootup or login the autostarted applications should display menu in Global Menu widget,

This might be fixed with

2a5ef4e173ff7f24e4a7e895b73978ff0a7b97b6 in plasma-workspace which is in 5.21.

I downloaded Neon Unstable 20210214 in order to check it. Unfortunately, it's still the case, as well as in Manjaro with Plasma 5.20.5. Especially it affects Dolphin and Konsole. Sometimes both of them do not have a menu in Global menu applet, sometimes one of them. Closing and opening them again makes menu appear.
In Neon, I checked only with Xorg session. It's odd that all other apps except Dolphin and Konsole do have their menus on panel, but not these 2.
