It would be nice to have it right there in the context. The reason I keep needing this is that the threading setting is sometimes lost when moving folder around (maybe only mboxes). Related: 37771. bug 78516 also suggests that the option should be moved to the View menu.
In bug 78516 I suggested a bit more than is described here (especially threading-toggle icon), I would like to have this suggestion considered too...
It seems to me the message threading should be grouped together, rather than split between "Folder" and "View". The current design seems to reflect software architecture, and not workflow.
Seems to be obsolte with kmail UI from kde 4.2+
