SUMMARY
If I have Kate set to be present on all desktops, and then I double-click a text file in Dolphin which opens it in Kate, Kate is no longer present on all desktops, only the current one. This bug does not happen if I drag & drop the file into Kate instead.

STEPS TO REPRODUCE
1. Enable multiple virtual desktops. I am using four in a 2x2 grid, in case that matters.
2. Open Kate and set it to display on all desktops (right click Kate's taskbar entry, Move to Desktop -> All Desktops).
3. Double-click a text file in Dolphin.

OBSERVED RESULT
Kate is now only present on the current desktop.

EXPECTED RESULT
Kate should still be present on all desktops.

SOFTWARE/OS VERSIONS
OS: KDE Neon 5.19 User Edition, Focal base (Plasma Desktop 5.19.4, KDE Frameworks 5.72.0, Qt 5.14.2)
Linux Kernel: 5.4.55-xanmod1
