Discover doesn't load provided link

SUMMARY
Plugins -> Install Plugins button redirects to wrong page in Discover

STEPS TO REPRODUCE
1. Go to Gwenview
2. Select Plugins menu, and then Install Plugins

OBSERVED RESULT
Discover will open, but won't be able to load page.

EXPECTED RESULT
Discover opens on a page with Gwenview plugins

This is essentially the same as https://bugs.kde.org/show_bug.cgi?id=391669, which means it should be fixed in 20.04. I'm not sure why it isn't
