SUMMARY
If I start a drag from an application (kate, telegram, you name it) and move it outside the window, it will start showing a "forbidden" kind of cursor although it is allowed.

It's especially easy to see in plasma where you get some kind of drop area showing it's open to receiving the drag but the cursor is still saying no.

STEPS TO REPRODUCE
1. write "asdf" in kate.
2. Select "asdf" in kate.
3. Drag "asdf" on plasmashell.

OBSERVED RESULT
You will see a "drop not allowed" cursor but if you drop it works correctly.

EXPECTED RESULT
A hand cursor, maybe with some information of what we are dragging.
