This might be a problem of Qt. I can reproduce also with two kwrite windows when not being same instance. Once data_device_manager v3 lands in KWayland we can check how GTK behaves. If GTK works properly we know it's a Qt issue.
This issue is still reproducible. open kolourpaint or another photo editor take a screenshot drag the thumbnail shown by plasma notification and drop it on your photo editor we see "access denied" cursor while the screenshot is dragged despite the photo editor successfully opens the screenshot Operating System: Arch Linux KDE Plasma Version: 5.17.90 KDE Frameworks Version: 5.66.0 Qt Version: 5.14.1

It looks like the KDE Qt patch set does not include the fix yet.
