SUMMARY
Fails to open PDFs when name contains hash ('#')

STEPS TO REPRODUCE
1. Add # symbol in name (e.g. position does not matter, at start or at end)
2. Open document

OBSERVED RESULT
1. Throws error, 'could not open...', OR
2. If directory has other documents then opens random one

EXPECTED RESULT
File should open normally, tested with Adobe Acrobat PDF reader

SOFTWARE/OS VERSIONS
Windows: Windows 10
Did not test on other platforms

Just tested on (Gentoo) Linux, okular 1.9.3 (I see 1.10 is out) and it works fine.  I also tested 1.9.2 (latest available in the Windows Store) in a Wind 10 guest in VirtualBox, and it also works fine whether # is at the beginning or in the middle of the file name.  What version of Windows are you on?
