STEPS TO REPRODUCE
1. open standalone "Desktop Effects" kcm via krunner or apps launcher
2. resize "Desktop Effects" window vertically to easier visualization
3. 

OBSERVED RESULT
Description of several effects is cut off. See the attached screenshots please.

EXPECTED RESULT
Description of all effects should be entirely readable or elided.
