STEPS TO REPRODUCE
1. open system settings in icon view mode
2. open any kcm
3. minimize and restore system settings window

OBSERVED RESULT
"Configure" button appears above kcm title.

EXPECTED RESULT
"Configure" button should never appear above kcm title.

also reproducible on Neon unstable, only on X11.

cannot reproduce on Arch Linux after update to Qt 5.14.2.
It's still reproducible on Neon unstable with Qt 5.14.1.

Icons view is being removed for Plasma 6, so this bug will be no longer possible to experience there. :)
