Summary says by itself.
This behavior occurs when I try to connect to a wi-fi connection already configured on my system using a new Plasma user account. Watch the attached screen recording please.

Operating System: KDE neon Unstable Edition
KDE Plasma Version: 5.18.80
KDE Frameworks Version: 5.67.0
Qt Version: 5.13.2

This behavior is undefined, reason is that the connection is visible as AP, while it was configured and restricted to the other user. You can use "All users may connect to this network", which should solve your problem, but this is indeed a bug and needs to be fixed.

According to information in Bug 418424, this has been fixed in the final 5.19 release. popov895, if you can find the commit that fixed it, I will happily backport it to 5.18, assuming it applies cleanly. :)
