All right, how about running `kioclient5 exec file:/usr/share/applications/org.kde.spectacle.desktop` in the terminal. Does that work? If not, what output does it produce?

My previous report that was marked as a duplicate of this bug actually stems from the /etc/pam.d/polkit-1 file having 2FA line added under "common-auth" section: @include common-auth auth required pam_u2f.so Once I removed it, DBUS started to work fine. I guess polkit was unable to request and verify 2FA (hw key).
