Progress bar visible when app isn't running

The KDE Elisa music player shows a progress bar on its Task Manager icon to show the completion percentage of the currently playing song. Recently in Plasma from git master, its pinned IOTM launcher shows the progress bar even when the app is not running. See attached image.

This is by design. A background service (e.g. email fetching daemon) could update the launcher of an email client without it running.

So I guess I should complain to Elisa that showing song progress isn't an appropriate use of the progress indicator API, or ask to have it removed prior to quitting the app?
