SUMMARY
I've been downloading a rather big file(1.9GB) in Firefox with the plasma integration at a speed cca 200Kb/s. From the beginning the notification visualization (blue circle) was spinning like wild and started to eat up CPU. 
When i opened the notifications settings and unticked the "Track file transfers and other jobs" option the notification icon went away and CPU usage dropped.

STEPS TO REPRODUCE
1. Download large file via Firefox with Plasma Integration

OBSERVED RESULT
Download was working ok, notification as well. But the animation was too fast and there was very high CPU usage

EXPECTED RESULT
Regular speed animation
Little CPU usage

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Archlinux

What process was using all the CPU?

It is plasmashell process. This also happens when connecting to wireless network etc.

plasmashell process also causes high cpu usage when the weather report widget placed on desktop shows an animation while the weather information is updated.

Animations use less CPU load now. Can you check again in Plasma 5.21? Unfortunately if it's still happening, there might not be much we can do about it, as it would be a sign of the GPU not being powerful enough and asking to offload work to the CPU, which will of course increase the CPU load.

Tested today,
for example when connecting to wifi, the circle animation on system tray spins very fast. 100% cpu usage (one core). This does not happen in wayland.

What Plasma version are you using now? Are you using NVIDIA GPU hardware with the proprietary driver? If so, this may be the same as Bug 419421.
