SUMMARY
I opened the destination of a completed torrent in kget from the right-click menu. Dolphin gave an error called Ambiguous Shortcuts and it read: 

There are two actions )New Tab, New Tab) that want to use the same shortcut (Ctrl+T). This is most probably a bug. Please report it in bugs.kde.org

STEPS TO REPRODUCE
1. download a torrent with kget
2. right click on completed torrent in kget to bring up menu
3. select "open destination"

OBSERVED RESULT
error, Ambiguous Shortcut
opens the destination folder of the downloaded torrent

EXPECTED RESULT
open the destination folder of the downloaded torrent

Are you sure that your dolphin version is 19.04.1?

This bug should have been fixed since 18.08: https://bugs.kde.org/show_bug.cgi?id=398324

Debian Buster currently has 18.08.0, per: https://packages.debian.org/buster/allpackages?format=txt.gz

Bug 398324 was fixed in 18.08.2. It seems weird to me that they would ship with the initial release of 18.08 rather than its latest bugfix release.
