STEPS TO REPRODUCE
1. Remove System Settings from your launcher menu's favorites group
2. Switch to an alternative one

OBSERVED RESULT
System Settings has returned to the new menu's favorites group.

EXPECTED RESULT
It should be gone.


While user-added favorite apps are remembered, user-deleted default favorites are not.
