Some of our KCMs have documentation as part of their parent applications' documentation and reference them by fragment

e.g. kinfocenter's memory module has

X-DocPath=kinfocenter/index.html#kcm_memory

This breaks on the website which drops to the table of the contents rather than the relevant documentation for kcm_memory.

A bit hard to test in production because of bug 405649 and bug 405646.
