SUMMARY
Two-finger touchpad scrolling in Discover (and Plasma generally) is usually precise – meaning that the scrolling in the UI stops precisely when I stop the scrolling with my fingers. But Discover will sometimes continue scrolling for some seconds longer.

STEPS TO REPRODUCE
1. Use a touchpad with two-finger scrolling enabled.
2. Open Discover and choose Applications.
3. Scrolling should feel 'precise'.
4. Select any item/app listing.
5. Still within the app list, attempt to scroll to the top or bottom of the list.

OBSERVED RESULT
6. Touchpad scrolling won't stop immediately.

EXPECTED RESULT
Should stop instantly.
