To clarify, this only happens when hovering on an icon after hovering on another one, not when I leave the panel between two 'hoverings'.

Tooltips of pager widget and battery applet in the system tray are affected. However I can't confirm the failure shown in your screenshot. Just the tooltip size is incorrect here.

I can reproduce the bug with the User Switcher widget and the Pager shown in the atached screen recording. Operating System: Arch Linux KDE Plasma Version: 5.15.90 KDE Frameworks Version: 5.58.0 Qt Version: 5.13.0 beta3
