kwin perf svg

SUMMARY
Kwin version: 5.14.3

After update and fresh system reboot I've noticed that rendering performance is degraded.
Using top I found that kwin and plasma shell permanently uses 10-15% of CPU.

STEPS TO REPRODUCE
1. update to 5.14.3
2. reboot system
3. open shell to see top

OBSERVED RESULT
bad rendering performance and high cpu usage

EXPECTED RESULT
good rendering performance without lags

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: 4.19.0-gentoo
(available in About System)
KDE Plasma Version: 5.14.3
KDE Frameworks Version: 5.51.0
Qt Version: 5.11.2-r1

reassigning to plasmashell, KWin is probably only affected as plasma triggers repaints.
