STEPS TO REPRODUCE
1. start Wayland session, open system settings, click hamburger button, select "configure"
2. select "icon view", click "ok" button
3. click "application style", "window decorations" section

OBSERVED RESULT
kcm is empty, see the screenshot.

EXPECTED RESULT
kcm works correctly

neon dev unstable
KDE Plasma Version: 5.14.80
KDE Frameworks Version: 5.52
Qt Version: 5.11.2

ADDITIONAL INFORMATION
it's not reproducible on Wayland with side bar view nor on X11.
