Sometimes I start plasma and Discover icon in the
system tray indicates no update available.
Some minutes later a small blue/red icon overlaps
the Discover icon in the system tray indicating
that updates are available but Discover/Plasma shows
no updates notification.

Fix showing update notification

It would check whether the old count was greater than or equal to the new count which is the wrong way round and as such the notification was never shown.
