Screen recording of problem

The attached screen recording shows Discover, but the same bug applies to System Settings. For example, if you click on "Workspace Theme", then go back to the main list of settings categories and scroll one "notch" on the mousewheel, kinetic scrolling will activate. Pause a moment, then continue scrolling, and kinetic scrolling will no longer activate.

Actually, the same problem occurs when dragging the scrollbars at the side...
