GTK Scrollbar (Firefox)

On KDE Neon, there is some weird spacing on the top and bottom parts of the scrollbar in GTK programs.

Also, there are stepper buttons being shown, even if those buttons have been disabled for the Breeze theme through Settings > Widget Style > Scrollbars.
