My assumption is that the corner menu in Plasma is meant to provide the same functionality that the right menu on the desktop provides. I think there is value in having them be the same.

Suggestion: Make menus say and look the same. Merge them.

If technically possible, the Desktop Toolbox should probably not even have its own menu and should simply instantiate the desktop's own context menu when clicked.

This bug has been fixed with a rewrite in Plasma 5.18 that has removed the Desktop Toolbox in its current form.
