it's an minimize all widget issue not a icon issue.

It's both.

Plasma uses the icon user-desktop

That has two visually different icons for small and large.

In order to not change we would need to use an icon that doesn't change, that icon could exist only in the plasma theme.

so I can add an user-desktop icon in the plasma theme and than this bug would be fixed?

I just noticed this bug affects any widget placed in the planel.
My new screencast shows minimize all windows, weather and places (installed from kde store). Editing summary...
