The kmymoney manual contains a release specific page named 'Whats new' (see https://docs.kde.org/stable4/en/extragear-office/kmymoney/whatsnew.html) which needs to be updated for the 4.8.1 release.
Ralf - if you can post to the mailing list or send to me directly a list of items for that page, I will take care of the actual editing. Also - I intend to add a note that not all changes from 4.8.0 to 4.8.1 are fully reflected in the manual, since most efforts are aimed at completing 5.0. So - if there are any particular changes that anyone thinks do need to be addressed in the 4.8.1 manual, please let me know, so I can try to fix them within the next week or two.
Jack - I will collect that required informations. At first there is the list of currently there is the list of fixed bugs in 4.8.1 (see https://www.kmymoney.org/resolvedbugs.php?4.8.1) from which features and bugs being worthy to be mentioned could be extracted. Unfortunally this list is incomplete. On merging 4.8 changes into master I was faced with a merge conflict that indicates that the related bug has been fixed in master but the related ticket was not set to be fixed in the bug tracker. v Also there are fixed bugs in master which has been backported to 4.8 and may not be visible as "fixed-in-4.8" (which could be set automatically in the cherry-pick commit message by adding BUG:XXXX and FIXED-IN:4.8) There may be more such fixes, which need to be inspected.

Since the "what's new" page is stated not to be complete, but only some examples, I don't plan on adding any of these unless someone thinks any of them are particularly important. I do plan to accept Thomas' comments and to add some info on encryption specifically for Windows users, and will look at possibly improving the 'where to get' section for Windows.
