I previously reported "Bug #364514 - Dolphin always uses small icons", which was marked to have been RESOLVED/FIXED as of 16.04.2. The problem continues to persist on the version mentioned. I don't seem to be able to reopen the bug, so I'm filing a new one.

Attached is a new screenshot including the relevant version numbers.

The text of the former (now closed) bug report, which remains valid as is, is reproduced below : 

The new dolphin does (independent of the actual size) in icon mode only use the 16x16 or 22x22 icons, don’t know which one it is, while it should be 32x32 or 64x64. This is especially weird in case of directories, for the generic icon for inode/directory is completely different to the special folder icons.

I'm sorry but you are using an old version of breeze-icons. Please upgrade, there is nothing we can do.

The breeze icon version I have installed is 4:5.18.0-0ubuntu1 (breeze-icon-theme), which is the latest version available on 16.04.2, an LTS Ubuntu release.

The resolution claimed for the previous bug report was that this was / is to be fixed at 16.04.2, which obviously isn't the case. I presumed that it would be the case and lived with the problem until 16.04.2 came to me via regular updates. If I needed to / still need to take this up with the distro maintainers, then you should just say so instead of blaming the user for not having up-to-date packages. Just my $0.02.

I did not blame you. All I said is this is not a bug in Dolphin, but in breeze-icons (so you are right that the fix is not in Dolphin 16.04.2). If the Ubuntu version of breeze doesn't include the fix, you could try to manually install the breeze icon theme at the user level (it should be enough to unpack the breeze tarball in ~/.local/share/icons).
